To follow on Zed's post on the encouragement of solar and sustainable design education, there are courses available here in Vancouver and in many other places in North America.

Check online. There are probably scholarships and funding available too.

Does UTECH have such courses?

Having the expertise locally is one of the best ways to encourage sustainable design. Giving such opportunities would be a sensible way for money/capital to play a role in this.

There was a piece in the Gleaner in December that mentioned a workshop on solar energy at UTech. The same article mentioned the Gormann company, in Kingston, which apparently does solar as well as other efficient-energy installations. I found it in the yellow pages:
