Special Bulletin To CAGTB Members and To The Treasure Beach Community at Large:-

Dear Residents and Stake Holders,
On Thursday 12th of March, 2007, at about 4:00pm, five (5) executive members of the Citizens Alert Group of Treasure Beach met with two (2) managerial staff members from the National Works Agency at the Pedro Plains Police Station on the request of one of the staff, Mr. Howard Hendricks, who is the Region 3 Community Relations Manager of the NWA, comprising St. Elizabeth, Manchester and Clarendon, and accompanied by one Mr. Michael Nesbeth who is the Parish Manager for the Parish of St. Elizabeth. Mr. Nesbeth was late in arriving by about fifty (50) minutes. The purpose of the meeting as requested by the National Works Agency was to initiate a tour of the Treasure Beach Roads starting at the Police Station, traversing into Great Bay to the square and then along the Sandy Bank/Calabash Bay Roads ending along the King Fisher Plaza and then culminating in a tour of the Canal System which in all cases the executive members of the Citizens Alert Group were expected to suggest and recommend what are the best drainage systems and how and where they should be placed from a layman or citizen’s point of view. The CAGTB Executive Members on the tour were:-

1. E. George DeLeon - President
2. Vincent Nathaniel Parchment - Assistant Press Secretary
3. Eric Roach - Assistant Projects Manager
4. Aaron Campbell - Entertainment Committee
5. Deita Campbell, Mrs - Entertainment Committee

On the tour about twenty locations were brought into focus and approximately nine (9) photographs taken, numbered on a note pad and appropriate notes made by Mr. Howard Hendricks of the NWA from our dialogue of suggestions and opinions. The four (4) main points made were that:-

1. The culverts being used originally and now being replaced in part by the same size culverts (2 feet inside diameter) were too small to accommodate the high volume of water and are susceptible to constant blockage by the huge stones and other debris.
2. A retaining wall or retaining walls in part should be erected along the Station Hill (Treasure Beach) road not only as a safety feature which should give the motorist a sense of confidence but also as a defensive feature in order to retain the foundation of the road and in addition to providing a buffer against flood damages to the residences of Misters Lennie Moxam, John Forrest and Ryan Forrest who are most severely affected often times.
3. The flood waters cascading off the Pedro Plains/Flagaman and part of the Round Hill areas leading to lower Treasure Beach along the Station Hill road should be contained enroute by a huge trough-like concrete drainage system that runs alongside of the Station Hill road on the properties of Misters Lennie Moxam and John Forrest and connecting into the existing drainage system that runs along the Great Bay parochial road which starts at the Pedro Junction located in front of Mr. Owen Honeyghan’s premises and to also extend this system across the road and alongside the property of Mr. Artie Swaby et al which in effect would be channeling a huge portion of the flood waters into the gully course leading from the Ginny Pond property under the road at Sandy Bank in close proximity to the Calabash Bay Postal Agency and hence into the Great Pond and the Canal System which leads to the sea.

N.B.: The description, “The Station Hill Road” is a most frequently used term for the Treasure Beach road that is immediately located below the Pedro Plains Police Station and terminating at the Owen Honeyghan’s premises.

The element of time was against The NWA/CAGTB touring party and so at 6:20 p.m. when both Misters Howard Hendricks and Michael Nesbeth of the National Works Agency expressed their desire to leave because of other scheduled appointments we bade them both farewell and also went to attend our monthly Citizen’s Alert Group of Treasure Beach (CAGTB) meeting at Sandy Bank Primary School, but not before reminding both NWA officials of the flood prone problems in the vicinity of the King Fisher Plaza along the Calabash Bay road that continues to flood the home of Aaron and Deita Campbell (both returning residents) and to implore them once again to design and implement a drainage system which would drain the water from the road into the Great Pond and hence into the Canal System that leads to the sea.

Yours respectfully,

E. George DeLeon
President & Chief Convener
864 - 8030

T/B Citizens should be proud of mr.Deleon and Citizen's group for the work they are doing on behalf of our community. It seems as if the days when the grass roots folks chartered the course for the community are finally coming back and hopefully true community leadership will again be in the right place. Thanks mr. Deleon and THE CITIZENS ALERT GROUP of TREASURE BEACH.
