No environmental study done for Treasure Beach canal

THE government has confirmed that no environmental study has been done on a canal that is being built to ease flooding in Treasure Beach, St Elizabeth.

But Attorney General, Senator A J Nicholson, told the Senate last Friday that the National Environmental Planning Agency (NEPA) was not required to do an environmental study.
The canal is being constructed from the Great Pond to the sea in Great Bay.

"A study was conducted by the Water Resources Authority to determine the requirements of a drain built to maintain flood levels below a determined contour elevation," Nicholson said.

"The National Works Agency (NWA) subsequently conducted further engineering study for re-creating and widening an existing earthen drain channel for flood flow relief. On the basis of these two studies and design, works have commenced toward flood mitigation solution," he added.

He was responding to a number of questions about the canal raised in the Senate by JLP caretaker/candidate for South West St Elizabeth, Senator Christopher Tufton.

Nicholson said the work would be completed in two phases - phase one the design and earth works to re-create and widen the existing earthen channel, in accordance with the hydraulic study; and phase two, which is projected to link two small canals in the Great Bay area to the Great Pedro Pond using pipe culverts.

Asked by Tufton if there were any built-in safety features in the design and construction of the canal to protect the community from possible storm surges, the minister said that the design of the drain would allow for the removal of excess storm water flows from land to sea.

Nicholson said that the NWA had been having ongoing dialogue with the residents since last October.
