The first step is to find a webmaster interested in building the site. Then you supply him/her with the information you want and work with them to build the site.

The webmaster may be anywhere del.
To me, their interest in the wellbeing of your community and beyond is the first consideration. Assuming all computer skills are in place.
The ability to handle the power of veto/blocking and direction of discussions is key.
Time available, current predjudices, analytical/research ability and social graces are others.
Yahoo has a blog section that it is easy to register for. There are many others. I'm not sure if you were thinking of a website or a communication point alone.

Del, with no disrespect intended, I don't think you have any idea of the investment in both time and money it takes to operate a website like this. In addition to the upfront costs, I would guess that about two hours a day are spent by the TWO people who handle the TB.net site. One is off-island, particularly useful when the lines go down in Jamaica and/or when there is a weather emergency. Wayne and Karla have other full time jobs, and I doubt either is a programmer.
